Key VAT Thresholds and Rates

Mandatory VAT Registration
Starting in 2025, the annual turnover threshold for mandatory VAT registration has increased to 40,000 EUR (previously 16,000 EUR). Once this threshold is exceeded, a company must apply for VAT registration within 3 business days.

VAT Rates

  • Until 30 June 2025: standard rate 22%

  • From 1 July 2025: new standard rate 24%

  • Reduced rates remain in effect for certain categories of goods and services

Voluntary Registration
VAT registration remains available on a voluntary basis, even if the company’s annual turnover is below 40,000 EUR. This is especially beneficial for:

VAT Treatment for Exports

Exports Outside the EU
Goods and services sold outside the EU are zero-rated for VAT in Estonia. Export turnover is not included when calculating the 40,000 EUR registration threshold.

Intra-EU Transactions
If both companies involved in the transaction are VAT-registered in different EU member states and the requirements of the EU Directive 2006/112/EC are met, a 0% VAT rate may apply.

Goods and services sold within the EU but outside Estonia are subject to special VAT regimes, depending on the product category and the destination country.
